Zerco's Credential ID Manager

Employers today are facing serious security problems related to identity theft, terrorism, fraud, espionage and the hiring of illegal alien workers. Zerco believes best practice workforce credentialing begins with proper employment eligibility, identity verification and pre-employment background screening. A company issued ID card that offers merged access to corporate facilities, computer networks, assets and co-workers should only be given to trusted employees that have been properly vetted. The ZSI Credential Manager has been specifically designed to meet these evolving challenges. Our comprehensive approach takes the guess work out of building a complex credentialing system yourself. ZSI modules create the ultimate secure solution and include all of the following standard capabilities not found in other ID card solutions.

Zerco's Credential Manager provides everything necessary to quickly and accurately enroll employees or new hires, capture identification documents, interface to background screening services and to manage the creation, personalization and issuing of secure ID credentials. HR and security managers use the Credential Manager to centrally administer issued ID card credentials as well as to activate and manage any of the optional interface modules.

The Zerco's Credential Manager also includes each of the modules described below:

1. Zerco's Security Module
Biometric log-on security module prevents unauthorized access to the ZSI Credential Manager software. Authorized administrators can enroll additional system administrators, users or view only users. Biometric security uses proven fingerprint identification mode eliminating the need for user ID’s or passwords! ZSI Verification Terminal transactions or access to card data requires employee biometric authentication using Match-From-Card live fingerprint to securely authenticate the owner and authorize the display of any encoded card data. All user transactions are logged.

2. Smart-Form-Fillable PDF Module
The latest in Adobe Acrobat 8 “Smart Forms” integration engine is included. The PDF engine allows any corporate paper based disclosure or consent form to be converted to an electronic form-fillable document. Form Fillable .PDF documents can also be securely emailed to candidates or employees to complete forms containing sensitive personal information and can be automatically e-mailed and the data imported to the pre-enrollment database. Data fields can now be completed by keyboard entry or auto-populated from pre-collected demographic data. An electronic form also enables electronic signatures, eliminates the need for paper filing and helps to streamline the enrollment process. Zerco will convert and integrate any form required for your workflow within our enrollment software.

3. Digital Signature Stylus Module
The LCD signature stylus integrates live written signature capture for acknowledgment and signing of on-screen disclosure or consent forms. The hand written signatures create legally binding documents that are electronically archived or printed.

4. Driver’s license / ID card scanner
The included duplex scanner reads all 50 US states driver's licenses. It is also capable of scanning passports, medical insurance cards, government ID cards, checks and photos. It extracts driver’s license image and text data using OCR or decodes (1D&2D pdf417) bar codes. The software detects and alerts if a forged or altered licenses is scanned. The extracted data is used to auto populate key demographics reducing the need for manual typing, reducing human error and increases productivity.

5. Extended Employee Demographic Data Set (ANSI/NIST Type 2 Record Format)
The NIST Type 2 record contains extended personal identification and descriptive information such as citizen ship, place of birth, race and the applicant’s physical characteristics. This extended data set is standardized for export and use by any state crime bureau, Fingerprint Channeler or 3rd party national criminal history background check services.

6. Photo Capture Module
Portrait style ID quality photo capture eliminates the need for manual cropping and centering. The software indicates if the subject is too far or too close to the camera. The photo is automatically captured and normalized (automatic cut, crop & centering) for a perfect ID style photo.

7. Biometric Livescan Module
Our FBI IAFIS Certified ZSI-SCCS Livescan (http://www.fbi.gov/hq/cjisd/iafis/cert.htm) is a high resolution 4 slap capture device that enrolls high quality fingerprint impressions in just 15 seconds. The software is configurable for security enrollment, or images can be combined with the Type 2 data for State / FBI Civil tenprint submissions where required by law. Livescan capture provides a superior image for biometric template creation and these templates offer superior performance on low cost single finger verification devices. If regulations require, the combined Type 2 record with images can be submitted to any FBI channeling service providing 48 hour or less national criminal history record checks. In house Livescan saves employers and employee’s time, frustration and added expense of having to visit a remote fingerprint capture service or local police department for FD-258 tenprint card services. Our FBI certified channeling service provides access to criminal history arrests and felonies in 48 state Crime Bureaus and to the FBI IAFIS. (Channeling and record check pass through fees are required).

8. Electronic Form I-9 Module with E-Verify
E-VerifyZerco's Credential Manager includes an electronic Form I-9 employment eligibility verification process that conforms to USCIS, DHS and SSA specifications. The system stores scanned images of list A, B & C Government identification documents. Data and demographics captured from these documents are used to complete an electronic version of the Form I-9 including required digital signatures. The E-Verify online interface verifies the accuracy of Social Security, Immigration "A", and I-94 arrival/departure numbers. E-Verify then returns the employees’ legal right to work eligibility status with a DHS-issued verification number receipt or may indicate a tentative non confirmation problem. If you receive a tentative non confirmation, the E-Verify Interface walks HR administrators through a simple step-by-step process for resolving it and generates employee notification letters. The official DHS Referral, SSA Referral, and DHS Notice to Employee of Tentative Non confirmation places the burden of proof on the employee to resolve issues directly with the government. Legal safe harbor is provided to employers by the DHS issued receipt and employee notification letters thus eliminating potential fines and gives protection against wrongful termination lawsuits. “No person or entity participating in E-Verify is civilly or criminally liable under any law for any action taken in good faith on information provided through the confirmation system”. A secure, paperless Form I-9 archival provides access for updating, re-verification and governmental inspection. Automated alerts 90, 60 and 30 days in advance of employees’ expiring work authorizations enable employees to renew their documents and legally continue to work without interruption.

Green Card9. Green Card Authenticator
Zerco's Enrollment Workstations are capable of decoding the US Permanent Resident Card “Green Card’s” optical memory stripe The software will automatically validate the authenticity if it is a US issued card. It will also alert the user if the card expiration date is valid. The card owner’s data and picture is displayed so a visual comparison to the data and photo on the front of the card as well as the applicant who presented the card can be made. This process identifies forged cards and verifies the legal status of prospective employees who are not U.S. citizens.

10. Background Screening Request Order Form

Operates in two modes: With integration to your existing screening provider or activate our complete one-stop-shop for a wide range of pre-integrated screening services. Our turn-key solution eliminates duplicate data entry and extends the registration workflow to include a complete FCRA compliant series of common pre-employment screening services and name-based criminal history searches per employee or group category. All CRA compliance related obligations are fully handled. The order form automatically exports HR-XML formatted inquiry records ready for electronic submission into our industry leading screening management solution. Authorized HR administrators log on to a secure Web portal or receive automated e-mail alerts to manage secure rap sheets and findings reports. This optional service adds a per inquiry fee you may find to be more accurate and cost effective than your current screening solution provider. An extensive list of up to date and accurate database searches is available such as: Employment Credit Reports, Instant Nationwide Criminal Records with SSN Trace, Watch Lists, Sex Offender, County & Local Felony/Misdemeanor, Fed & Local Civil Records, Employment, Education and Professional Verifications, Medical Exclusion, Motor Vehicle Records, MRO Drug Screening and many others.

11. Training & Certifications Tracking Module

Simplifies the documentation and tracking of employee training courses required for quality assurance, ISO, OSHA / Safety Council, or custom insurance certification programs. Track courses attended by employees including training hours, cost, and exam scores. Generate reports for which employee training is required, completed, or due for renewal. Import training data for existing employees in Microsoft® Excel® .CSV spreadsheet format. Training & certifications are encoded to the Zerco Secure Card which can be spot checked in the field or at job sites by supervisory personnel using the ZSI Verification terminal or portable hand held computer.

12. Temporary Visitor ID Card
Issue temporary ID cards for contractors, visitors or vendors. All ZSI Terminals include an onboard thermal receipt printer. Guests to your facility can be enrolled with or without biometrics and the appropriate template can be sent to the thermal printer in order to issue a “temporary” ID badge that visibly “expires” within 12 hours of printing.
